The local understanding abaout regulation made by the central government sometimes cannot be fully performed thst certsin norm regulsting the legsl relstionship does not achieve the objective needed by the existence of the regulation. there are many reasons to expant that, this condition happens in the management policy of the Coastal Zone,. The regulation of national sense has been formulated but the spirit of yeh Local Government to develop a Regional Regulation about the management of Coastal Zone is not fully realized; as the result empowerment efforts to the coast communities face many abstacles. In reality, the coastal communities, especially fishermen, are still cornered by their poverty problem.
